Briefing: United Governments Coalition

Formed after the conclusion of the First Interstellar War, the UGC (often referred to as ‘the Coalition’) is a union of thousands of planets from across the galaxy. With Earth being the center of its governing body, the Coalition had united the people and cultures of its member worlds under one banner. Rule is shared between the Coalition Senate and the President, with each member world appointing a Senator and Vice-Senator to represent their planetary government within the Coalition Senate. The High Court of the Coalition is the judiciary arm of the Coalition and is responsible for the evaluation and enforcement of federal laws. The member worlds of the Coalition are granted autonomy to a certain degree as long as they follow the Coalition Constitution. The Unified Coalition Space Operations is the scientific, exploration, and military arm of the UGC and is responsible for everything from the development of new technologies to the defense of the Coalition from foreign threats and the quelling of rebellions, terrorism, and disputes that may occur between member worlds.

UGC society believe that the key to survival is unity. No individual can exist on their own, nor can anything else that exists. The Coalition Constitution states ‘an individual has a duty to society and their fellow citizens. Each citizen must understand and respect their place as a part of a greater society, in return they will receive the same from their fellow citizens as well as society’s protection.’ The people of the Coalition are taught from a young age the value of doing things the greater good and why such deeds are key to the survival of a society and doing the opposite was one of the main reasons humanity faced extinction long ago. The UGC’s ideology is guided by the Four Principles of the Coalition, which it encourages its citizens to follow:

Loyalty – A person’s allegiance to their society, family and obligations is something the Coalition strives to instill in its citizens. A citizen’s loyalty creates a bond between them and their fellow citizens, government, and environment. An individual with no loyalty is seen as a sign of disrespect to society and the human species as a whole, since having no allegiance to anything is seen as an empty life and unworthy of anything better. Selflessness and devotion to the greater good are seen as the ultimate sign of loyalty.

Diligence – Steady and steadfast effort in one’s doings is what makes a successful and prosperous society. The Coalition believes that a citizen should grow stronger and wiser each day and lack of any diligence or work effort makes an individual weak mentally and physically. The Coalition believes that nothing should be given and everything should be earned the right and proper way.

Purity – Citizens must respect one another, but before that they must also respect themselves. Individuals in the Coalition are encouraged to remain as pure as possible in order to maintain proper understanding and morality in their lives. Corruption and pollution of the body, mind, and environment are seen as primitive and self destructive in nature. The Coalition encourages citizens to avoid drastic physical changes to the appearance of the human body unless medically required. Citizens are also encouraged to refrain from regular or strong use of profanity and drugs.

Honor – Respect, integrity, and high moral principles defines an honorable citizen. The ability to understand and practice the idea of honor is seen as one of the reasons the human species has come so far and as long as citizens maintain their honor, the human species and the Coalition will survive and thrive together. The Coalition also believe that honoring those who have either sacrificed or done good in their lives should be honored appropriately and are seen as what the model citizen should be.

Racism and sexism are non-existent in the Coalition and any evidence of such behavior is viewed not only as a crime but as a primitive form of thought as well. After the near extinction of the human species during Earth’s Third World War, only the strongest, smartest, and most resilient humans were able to survive. By the time of the Coalition, an overwhelming majority of humans exhibit stronger muscle and bone structure compared to that of humans long ago. As such both males and females are equally expected to adhere to the four principles of the Coalition and all are held equally responsible for their own actions. Privilege or discrimination based on an individual’s gender or race is illegal, instead citizenship distinguishes an individual.

A class system is in place for all citizens of the Coalition. All citizens are born as Third Class and a majority become Second Class by the time they reach young adulthood. First Class citizenship is obtained through adherence to the four principles and overall demonstration of good citizenship. This can range from keeping a clean record to being successful in one’s personal and professional endeavors. Military service grants instant First Class citizenship for individuals of any age or background and is the most common way migrants earn citizenship. Certain actions can also result in demotion or in rare cases, removal of citizenship. The higher an individual’s citizenship, the higher standard they are held to as well. Citizenship cannot be passed down, nor can a civilian earn citizenship through marriage. All citizens are guaranteed protection under the Coalition Constitution and have more or less equal rights though First Class citizens have much more ease when applying for federal aid, licenses, or permissions. A citizenship bonus is also added to a citizen’s pay, the higher the individual’s citizenship, the higher the bonus. The bonus is issued twice a year for all citizens, and can increase or decrease depending on the citizen’s work performance. Member worlds’ governments are allowed to implement their own system of citizenship independent from the Coalition’s system as long as it does not violate the Constitution. Progress or demotion in the local system does not directly affect the federal system, though promotions or demotions in citizenship sometimes occur simultaneously.

Civilians are not guaranteed any form of protection in the Coalition Constitution. It is stated that a civilian is an individual who is not a part of the Coalition either because their citizenship has been revoked or because they are not part of the Coalition’s member worlds. The Coalition believes that its own people should be given priority. Civilians are seen as outsiders and the Coalition promises nothing to them in any form. Civilians who wish to become citizens must earn it through education, work, and adherence to the four principles. Though possible, it is extremely difficult for a civilian to gain citizenship. The only guarantee civilians have is military service, which instantly earns them First Class citizenship as the Coalition believes that if an individual is willing to die to protect it, no deed is more noble. The Coalition believes that protection is a mutual agreement, and if one protects the UGC, then it will protect the individual in return.
